Vietnam exempts temporary visas for foreigners in special need of incentives to serve socio-economic development

"On August 8, 2025, the Government of Vietnam issued Decree No. 221/2025/ND-CP regulating temporary visa exemptions for foreigners in special need of incentives to serve socio-economic development. Those in special need of incentives include guests of Party and State leaders, scholars, experts, investors, people working in the fields of culture, arts and other special cases.

People granted special visa exemption cards (electronic or hard cards with chips) are exempted from visas for a period of no more than 05 years, can enter multiple times, and stay for 90 days for each entry.

Agencies and organizations in Vietnam send notices and requests for cards to the Immigration Department of the Ministry of Public Security. The Decree includes specific criteria for each target group, thereby contributing to attracting talents, high-quality resources and individuals who have a positive influence on Vietnam, contributing to promoting socio-economic growth."
