STATE COMMITTEE FOR OVERSEAS VIETNAMESE AFFAIRS DELEGATION COORDINATES WITH THE EMBASSY OF VIETNAM IN JAPAN TO INTRODUCE RESOLUTION 23-NQ/TW AND DISSEMINATE LEGAL INFORMATION

           On the afternoon of September 19, 2026, at the Embassy of Vietnam in Japan, the delegation of the State Committee for Overseas Vietnamese Affairs, in coordination with the Embassy of Vietnam in Japan and the Hanoi Bar Association, organized a program to introduce Resolution No. 23-NQ/TW, dated August 2, 2026, of the Politburo on overseas Vietnamese affairs, as well as to disseminate and provide legal information and consultation. The program attracted the active participation of numerous Vietnamese associations, organizations and community members in Japan.

          The nearly four-hour program was chaired by Mr. Ngo Trinh Ha, Deputy Chairman of the State Committee for Overseas Vietnamese Affairs and Head of the delegation, who presented the key contents of Resolution No. 23-NQ/TW on overseas Vietnamese affairs. Mr. Ngo Trinh Ha noted that the Vietnamese community abroad currently comprises more than 6.5 million people living in over 130 countries and territories. The Resolution affirms that overseas Vietnamese are an integral part of the Vietnamese nation, a strategic resource, and a bridge connecting Vietnam with the world.

          According to Mr. Ha, one of the notable points of the Resolution is the shift in the approach to overseas Vietnamese affairs from “mobilizing, gathering and caring for” the community toward “accompanying the community and creating enabling mechanisms.” In this context, listening to the voices of overseas Vietnamese and responding to their practical needs are of particular importance.

Mr. Nguyen Sau, Minister-Counselor of the Embassy of Vietnam in Japan, shared information on various issues related to the daily life, employment, residence and integration of Vietnamese people in Japan. He emphasized that understanding and complying with local laws not only helps individuals protect their legitimate rights and interests, but also contributes to building a stable, well-integrated and responsible Vietnamese community in Japan.

          The discussion session was lively, with numerous questions raised by community representatives. Mr. Pham Dinh Thuong, Vice Chairman of the Association of Vietnamese in Japan and Chairman of the Association of Vietnamese in Saitama; Ms. Do Thi Minh Phuong, Secretary-General of the Association of Vietnamese in Japan and Chairwoman of HONTO TV, a Vietnamese-Japanese media organization; Venerable Thich Tam Tri, Member of the Central Committee of the Vietnam Fatherland Front and Chairwoman of the Vietnamese Buddhist Association in Japan; and Mr. Do Quang Ba, Chairman of the Japan-Vietnam International Exchange Organization, together with other delegates, raised practical issues concerning employment, residence, civil documents, civil registration, and legal procedures between Vietnam and Japan.

    Mr. Ngo Trinh Ha, Mr. Nguyen Sau and the participating lawyers provided explanations and responses to nearly 20 questions raised by members of the Vietnamese community. The discussions addressed many of the community's concerns while also recording their recommendations and feedback for consideration and further communication to the competent authorities../.
