On October 21, 2025, at the Embassy of Viet Nam in Japan, Ambassador Pham Quang Hieu and his spouse, Madame Thai Thu Hong, received and held a working session with Mr. Ibaragi Ryuta, Governor of Okayama Prefecture, his spouse, and representatives of relevant prefectural departments.

During the meeting, Ambassador Pham Quang Hieu highly appreciated the outcomes of cooperation and exchanges between Okayama Prefecture and Viet Nam, and discussed measures to further enhance the effectiveness of bilateral collaboration. Governor Ibaragi expressed his gratitude for the support and coordination of Ambassador Pham Quang Hieu and the Embassy of Viet Nam in Japan in promoting exchanges with Viet Nam in recent years. He also exchanged views on the current status and future directions of cooperation between Okayama Prefecture and Viet Nam, including a plan for a prefectural delegation to visit Viet Nam and the consideration of launching charter flights to Viet Nam in 2026.

On this occasion, Ambassador Pham Quang Hieu presented Governor Ibaragi with an invitation to attend the “Viet Nam–Japan Local Cooperation Forum,” to be held from November 24–25, 2025 in Quang Ninh Province, Viet Nam.
