National Conference to Review the Implementation of Resolution

36-NQ/TW (2004) and Directives of the Politburo and Secretariat on Work Regarding Overseas Vietnamese 

On December 25, 2025, in Hanoi, the Ministry of Foreign Affairs, in coordination with various ministries, departments, and localities, organized a national conference to review the implementation of Resolution 36-NQ/TW (2004) and directives of the Politburo and Secretariat on work regarding overseas Vietnamese.

The plenary session of the Conference was held on the afternoon of December 25, 2025, at the Government Headquarters, chaired by Comrade Pham Minh Chinh, Member of the Political Bureau, Secretary of the Government Party Committee, and Prime Minister, with the participation of over 400 delegates including leaders and representatives from ministries, departments, localities, former leaders of the Ministry of Foreign Affairs, people's organizations and political and social organizations, and outstanding overseas Vietnamese delegates who returned to the country to attend, connecting directly with 98 Vietnamese representative agencies abroad, including Japan.

Speaking at the Conference, Prime Minister Pham Minh Chinh affirmed that summarizing 20 years of implementing Resolution 36-NQ/TW is very timely, very necessary, and of special importance in the context of the country entering a new stage of development; The process of summarizing the results was seriously implemented by the Ministry of Foreign Affairs in accordance with the directives of the Party Central Committee and the Government Party Committee, with close coordination of Party committees, ministries, central and local agencies, and the active response of the Vietnamese community abroad. The Prime Minister emphasized that the Vietnamese community abroad is an inseparable part of the Vietnamese nation, an important resource for the cause of national construction and defense; and highly appreciated the increasingly significant and comprehensive contributions of overseas Vietnamese in the fields of politics, economics, science and technology, culture, society, foreign affairs, and promoting the image of the country. Based on that, the Prime Minister clearly outlined the key directions and tasks to promote the "three breakthroughs" in work with overseas Vietnamese in the coming period, including: (i) Strongly promoting the great national unity, coupled with protecting the legitimate rights of the Vietnamese community abroad; (ii) Building a sustainable, rapidly growing, and high-quality Vietnamese community abroad, closely connected to the homeland; (iii) Unlocking and effectively mobilizing all resources of overseas Vietnamese to serve national development, especially in the fields of science and technology, innovation, digital transformation, and strategic breakthroughs. The Prime Minister emphasized that the policies and guidelines should aim towards: “A proactive state; a pioneering community; domestic and international cooperation; a prosperous and strong country, cherished by friends.”

Minister of Foreign Affairs Le Hoai Trung stressed that the achievements in work related to overseas Vietnamese in the past period are the culmination of the synchronized participation of the entire political system and the people at home, vividly demonstrating the strength of the great national unity – “unity, unity, great unity; success, success, great success” as beloved President Ho Chi Minh instructed. The Minister expressed sincere gratitude for the Party and State's direct and consistent attention and guidance, and especially the decisive and thorough direction of Prime Minister Pham Minh Chinh, regarding foreign affairs and work related to overseas Vietnamese. In the context of a complex and challenging international situation, the Prime Minister has directly directed the implementation of many policies and solutions for socio-economic development, while always paying special attention to the overseas Vietnamese community, regularly meeting, exchanging views, listening to, and caring for the legitimate interests and aspirations of overseas Vietnamese. The Minister affirmed that the Ministry of Foreign Affairs will continue to thoroughly implement the directives of the Party and Government, closely coordinating with relevant ministries, departments, localities, and the overseas Vietnamese community; Innovating thinking and implementation methods, overcoming limitations and difficulties, improving the quality and effectiveness of work, contributing to further promoting the role, potential, and important contributions of overseas Vietnamese to the cause of national construction and defense, and enhancing the country's position and prestige in the international arena.

The conference heard the Ministry of Foreign Affairs' central report presented by Deputy Minister Le Thi Thu Hang, and heartfelt discussions and speeches on "Promoting the resources of Vietnamese experts and intellectuals abroad to contribute to the development of science and technology, innovation, and digital transformation of the country" by Deputy Minister of Science and Technology Bui The Duy, "Supporting the Vietnamese community abroad in religious and belief activities" by Deputy Minister of Ethnic Minorities and Religion Y Thong, "The Vietnamese community in Japan - an important resource for human resource development and technology transfer in Vietnam in the new era" by Vietnamese Ambassador to Japan Pham Quang Hieu, and a speech by representative of prominent Vietnamese people, Lawyer Tran Ba ​​Phuc, Member of the Central Committee./.
