Ambassador Pham Quang Hieu Receives Ninh Binh Provincial Delegation
On May 31, 2026, Ambassador Pham Quang Hieu received a delegation from Ninh Binh Province led by Ms. Dinh Thi Lua, Standing Deputy Secretary of the Provincial Party Committee and Chairwoman of the Vietnam Fatherland Front Committee of Ninh Binh Province, at the Embassy of Viet Nam in Japan during the delegation’s working visit to Japan.
At the meeting, Ambassador Pham Quang Hieu expressed his pleasure in welcoming the Ninh Binh delegation and highlighted the strong momentum of Viet Nam–Japan relations following the elevation of bilateral ties to a Comprehensive Strategic Partnership in 2023. He noted that the relationship is continuing to deepen across all areas, underpinned by high political trust, increasingly substantive economic cooperation, and expanding people-to-people exchanges.
The Ambassador highly appreciated Ninh Binh Province’s cooperation with Japanese local governments, organizations and businesses, particularly its friendship and cooperative ties with Gunma Prefecture. He reaffirmed that the Embassy of Viet Nam in Japan would continue to support the province in investment promotion, business networking, tourism promotion and the expansion of international cooperation.
On behalf of the delegation, Ms. Dinh Thi Lua expressed her appreciation for the Embassy’s continued support for Vietnamese localities, including Ninh Binh Province, in external affairs and cooperation with Japan. She briefed the Ambassador on the province’s socio-economic development following its administrative merger and noted that Ninh Binh has maintained and further developed cooperative relations with a number of Japanese localities, including Gunma Prefecture, Hyogo Prefecture, Kobe City and Saiki City, as well as with Japanese trade and investment promotion organizations. Japan remains one of the province’s most important economic partners.
Ms. Dinh Thi Lua expressed her hope to continue working closely with the Embassy in strengthening connections with Japanese local governments, organizations and businesses, promoting high-quality investment, and expanding cooperation in human resource development, digital transformation, green transformation, heritage conservation and sustainable tourism development. These efforts, she noted, would contribute to further deepening the Viet Nam–Japan Comprehensive Strategic Partnership in the years ahead./.
