Ambassador Pham Quang Hieu Receives Lao Cai Provincial Leader Hoang Giang

On October 19, 2026, at the Embassy of Viet Nam in Japan, Ambassador Pham Quang Hieu received Hoang Giang, Standing Deputy Secretary of the Lao Cai Provincial Party Committee and Chairman of the Provincial People’s Council, and a provincial delegation during their working visit to Japan.

Welcoming the delegation, Ambassador Pham Quang Hieu commended Lao Cai’s continued efforts to strengthen cooperation with Japanese local governments, agencies, organizations and businesses as the province enters a new phase of development following the reorganization and merger of administrative units. He noted that the province’s expanded development space offers considerable scope for cooperation with Japan in agriculture and forestry, processing industries, green energy, disaster prevention and mitigation, tourism, human resource development and trade.

The Ambassador welcomed Lao Cai’s efforts to build on its existing partnerships with Yamanashi Prefecture and Mimasaka City in Okayama Prefecture. He encouraged the parties to translate these partnerships into practical programs and projects, particularly in high-tech agriculture, disaster prevention and mitigation, clean energy, tourism, human resource training and business networking.

On behalf of the delegation, Hoang Giang thanked Ambassador Pham Quang Hieu and the Embassy for their continued support for Lao Cai’s external relations, investment promotion and cooperation with Japan. He also outlined the province’s potential, strengths and development priorities for the new period, expressing its desire to further expand cooperation with Japanese partners in high-tech agriculture, agricultural and forestry product processing, clean energy, tourism, human resource development and trade.

Ambassador Pham Quang Hieu affirmed that the Embassy would continue to serve as a bridge, helping Lao Cai connect with Japanese local governments, businesses, organizations and other partners, thereby making cooperation between Lao Cai and Japan increasingly substantive, effective and sustainable.
